On March 8th the Cabinet resigned en bloc as a geature of protest against the insistent pressure of their military masters, rousing thereby a good deal of popular sympathy in the country, nowadaye always ready to support the Government against the militarista; but the foreign observer might well ask why a Cabinet properly appointed by the President and duly approved by Parliament should think it necessary under pressure of the militarists to resign instead of adhering firmly to their own policy and awaiting the result with popular sympathy overwhelmingly on their own side. A few days after the Cabinet had tendered their resignations, whi e the Administration was still in a state of suspende animation the President issued a statement through the Government 's official foreign mouthpiece, kr. Lennox Simpson, declaring that he had not the slightest intention to submit to military distation and that he had accordingly informed the Cabinet that they could not resign; they had been voted into office by Parliament and could only be voted out of office by Parliament; he, the President, was determined to make this a decisive trial of strength between govermont by constitution- al methode and government by military interferenos; he would stand fim and allow the will of the people in accordance with his original declaration made at Tientsin when he agSUM- ed office last June; the Cabinet had agreed to stand by him,
and so on.
